Yea, but they need a specific one that is new and compliments the portal system. Portal 1 was based around the portal system. Portal 2 was based around portal system plus gel system. It has to be something new that compliments the portal system to make an interesting and fast gameplay loop.
There's lots of places in Half-Life 2 which aren't constantly patrolled by the Combine. Even if the Aperture surface was, we don't know how long Chell was knocked out on the floor at the end of Portal 1. For all we know, it could have been less than a minute.
